It’s better for you to place your feet closer together when the wind is blowing hard or when making a short shot.

Here is a tip I came across on youtube that addresses stance by "Shawn Clement, Director of the Richmond Hill Golf Learning Centre in Toronto and Top 25 CPGA Teacher as rated by Score Golf Magazine" entitled "Stance Width Ball Position" that sheds some light on ball location with regards to your stance.
